The CLSU – Institute for Climate Change and Environmental Management (ICCEM) evaluation team headed by Dr. Shirly C. Serrano, Project Leader, along with Mr. Jhomar D. Cabansay, former IEG coordinator of Batanes State College, conducted the assessment of the Area Specific Action Plan (ASAP) in Brgy. Chanarian, Chadpidan, and Vapugan Boulder Beach of Basco, Batanes, last April 13, 2023.
The CLSU-IEG team had the chance to meet Director Kelia Cummins Director, US Embassy Manila, US Department of State, International Narcotics and Law Enforcement Affairs (INL) before conducting fieldwork. During the meeting, the team expressed their gratitude to Director Cummins, for the funding support given to Tanggol Kalikasan, Inc for the implementation of the project where CLSU faculty and staff members served as the 3rd party monitoring team.
Assoc. Prof. Pelayo led the interview with the Ivatan Riders Club – the focal persons of the coastal reforestation projects in Basco. Ivatan Riders Club is a private organization delegated by the provincial government to implement the reforestation project of LGU Basco.
In addition, Ms. Janah Elvira S. Magpantay, Research Assistant, had an in-person interview with the Hon. Franklin Z. Redondo, Municipal Council member of Basco, Mr. Irving D. Halago, Municipal Planning and Development Officer, and Mr. Keveen B. Duya, Municipal Agriculturist of Sabtang regarding their experience and learnings on environmental governance training.
On April 14, 2023, the evaluation team was accompanied by Ms. Xina V. Vinalay, the incoming IEG coordinator of BSC, in monitoring the ASAP implementation in Malakdang, Sabtang, and Racuh A Payaman, Mahatao in Sabtang, Batanes. The team also had a chance to visit the Ivatan Vernacular Stone Houses at Brgy. Chavayan, interviews with the locals about their sustainable practices on tourism and environmental conservation were conducted.
